My password and username work for billing but not for logging into my cPanel.

There are two separate sets of usernames and passwords as outlined in your welcome email. 
It has all your information to get started including your cPanel user and pass. If you did not receive it, please check your spam folder as it may have gone there.

If you still do not see it; Please login to billing and go to the top where it says "Hello your name". Please click that link and you will see a series of drop-down links. You will see one of the links labeled "email history". You may retrieve your new welcome email/cPanel info there.
